ARGENTINA: Support for the Government of the City of Buenos Aires in developing its urban and sustainable mobility policy (2021 – 2024)

In April 2021, CODATU signed a technical cooperation agreement with the French Development Agency (AFD) and the Government of the City of Buenos Aires to support the Argentine capital in its urban development and sustainable mobility projects.

Within the City of Buenos Aires, three entities are benefiting from the technical cooperation programme: the Secretariat of Transport and Public Works (SECTOP), the Ministry of Public Spaces and Urban Hygiene (MEPHU) and the City Housing Institute (IVC).

The initiatives supported are part of the response to the urban challenges identified in the wake of the COVID-19 pandemic. This has had a lasting impact on the relationship between public space and the daily mobility of the inhabitants of Buenos Aires, particularly in the most vulnerable neighbourhoods.

The aim of this technical cooperation is to provide the government of the City of Buenos Aires with French technical expertise, enabling it to draw up a new integrated urban and mobility strategy that takes account of the socio-economic and health vulnerability issues exposed by the COVID-19 crisis.

Technical cooperation supports local teams in the following three main areas:

-The creation of public spaces on a neighbourhood scale that prioritise green spaces and active modes of transport (through the MEPHU’s 48 calles project),

Developing public spaces in working-class neighbourhoods (through the IVC’s Barrio 20 public space projects),

-Improving the intermodality and accessibility of a railway station (through SECTOP’s Saenz station renovation project).

This support takes the form of the organisation of themed workshops, technical visits, a forum and pilot activities, as well as the mobilisation of ad hoc experts and the funding of studies.
