Context of the cooperation

In 2017, CETUD, APIX and CODATU signed a memorandum of understanding on a technical assistance mission for capacity building and reorganisation of CETUD.

Indeed, several capacity-building transport projects have been implemented or are under construction in Dakar, including the Regional Express Train (TER), to be delivered in 2021, and the Bus Rapid Transit network (scheduled to start operating in 2023).

In the context of these major changes in the urban mobility system in Dakar, the overall objective of this technical assistance is to support CETUD in its reorganisation, to develop the appropriate institutional framework for the operation of the Dakar – Diamniadio – AIBD Regional Express Train (TER) project, and to propose a capacity building programme taking into account the implementation of other capacity transport projects such as the BRT project.

Main needs

Thematic areas of intervention were defined jointly by APIX and CETUD, and were then regularly updated to take into account the main issues related to the development and deployment of TER and BRT projects in Dakar. These thematic axes are structured as follows

  • Mobility governance: taking into account the TER operating scheme, mobility governance and financing, reorganisation of CETUD
  • Multimodality: implementation of an integrated network and feeder services, design, management and development of stations and multimodal hubs
  • Rail transport: rail safety, rail regulation and operations.

These different themes were addressed in the framework of expert missions, workshops and technical visits in France.
