Technical cooperation Angola: mission to Luanda and the secondary cities of Huambo and Lobito-Benguela
Before concluding the cooperation with the Ministry of Transport of Angola and the AFD, Codatu accompanied a mission to Luanda and the secondary cities of Huambo and Lobito-Benguela from 24 to 28 March 2025.
The first part of the mission took place in Luanda, where a workshop was held to present the results of mobility surveys in the capital. These surveys were carried out by the consultancy Far East Mobility, and the data will feed into discussions with the Ministry of Transport on the identification of a BRT corridor project. It was also an opportunity for Codatu to take stock of activities, reiterate the main recommendations and define the final support before the cooperation ends in May 2025.
In a second phase, the Codatu delegation and AFD, accompanied by National Land Transport Agency (ANTT), travelled to Lobito-Benguela and then to Huambo. The aim was to carry out a preliminary diagnosis of mobility in these cities and identify the key players in the transport sector, with a view to selecting a city that could benefit from funding for a Sustainable Urban Mobility Plan (SUMP) as part of the Urban Nodes programme (managed by MobiliseYourCity and AFD). These cities, although smaller than Luanda, have a population of over a million and face similar mobility issues: only a few main roads are paved, there is a strong presence of informal transport, a lack of supply and significant pent-up demand.
In Lobito-Benguela, the delegation from Codatu, AFD and ANTT was received by the Vice-Governor of the Benguela region in charge of economic affairs and the Regional Director of Transport of Benguela.


In Huambo, the delegation was received by the Regional Director of Transport of Huambo, who accompanied a field visit.

Codatu will submit its diagnostic report, which will enable the AFD to mobilise Urban Nodes funding for an Angolan city. Once Codatu has completed its activities in this cooperation, the AFD will also mobilise the FEXTE study fund to develop a project agreed with the Angolan authorities for the city of Luanda.
